.SAMP is Nintendo ADPCM Sound Sample File
A SAMP file is a sound file used by Nintendo GameCube and Wii games, such as Skies of Arcadia Legends and Paper Mario: The Thousand-Year Door. It contains compressed sample data, which includes the sample rate and loop information, encoded using the Nintendo ADPCM codec. SAMP files are typically used for music that loops in the background during gameplay but may also be used for sound effects or character voice-overs.
SAMP files can be found in the .ISO file of a game. Depending on the game, SAMP files can be found in the /sound/proj/ folder in the ISO file.
There are no known programs that support SAMP files. However, they can be imported into Audacity as raw data but there may be noise interference interrupting the sound.
